What does motivate people?

People motivate themselves. Research shows that high motivation demands three pre-conditions: autonomy, giving people control of the way they work; mastery, so that they are able to improve the work they do; and purpose, which is self-explanatory4. Intrinsic motivation — pride in work — is the engine of performance and, for that matter, health and wellbeing, too. It can’t be emphasised enough that to generate innovation and improvement in public services we need a regime that is centred on these three conditions. I shall return to this in Chapter 28.

It is as Frederick Herzberg, the father of motivation theory, taught: if you want people to do a good job, give them a good job to do5.
